If we can agree that some kids are "too young" (physically or mentally) to see certain movies, and further agree that someone needs to restrict who can see a movie based on maturity, a "mental maturity" level is meaningless. If you as a parent feel your 6 year old can watch Kill Bill, wait until it comes out on video. The guidelines governing rated R movies are there for a reason, and should be strict for those same reasons.
The other problem with saying only mental maturity matters is that it doesn't cover the extremes. I don't care how mature you are for your age, a 5 year old should not be watching R rated movies.
