To me, "bling bling" is lots of gold and diamonds. Think Mr. T's neckwear.
There are several methods, but this is the easiest.
1. Type some text (black text on a transparent layer).
2. Rasterize the layer and control-click it (to select the text).
3. Add some texture (black and white gradient or render clouds).
4. Distort > glass (crank up the distortion and crank down the smoothness -- you want a lot of contrast here).
5. Stroke the selection, using a metallic-looking gradient.
6. Emboss the stroke, altering the settings to make it look 3D.
7. Hue/Saturation adjust the stroke until you get a gold colour.
8. Add sparkles (browse the various Brushes)
9. Add some cheesy lens flares for more bling bling goodness.
10. Send cheque or money order in the amount of $10 to me.
Do a google search for something like "bling photoshop tutorial". That should net you a bunch of links.
