I recall from 1.09 that you had to spend 2 dex points per char level to maintain sucessfull blocking at the shield's rate.
I had a lvl 80 pally with a 60% blocking shield, and i spent 2 dex points per level. For a long stretch till around lvl 50 i think, he had 75% blocking. And then from the levels up to 80, the blocking percentage kept steadilly dropping down, DESPITE that i kept investing 2 dex points per level. I think it was around 60-65 at lvl 80.
