The vendors generate their items through part of the same process, they just have some the input variables (item code, magical quality, ilvl and the ilvl cap) determined differently than what would come from the TC's. Also the cap on randomly dropped socketed items in nightmare is 4 for those that are not aware of this.

I went down to pain with the lightning hose rogue, and observed that against the lightning immune creatures the lightning hose had no effect. I then applied a level 34 enchant, went back down to pain and observed the lightning hose still had no effect.
The arrows sure did though.
