Atma's is on striking. Unfortunately, the AS, and thus all sites copying the AS, lists it as on attack. This is not the case.
The CTC on striking does work at range, but it only works with attacks, not spells. So it would affect a rogue, but not an iron wolf. In 1.09, it works with everything in the splash damage of attacks like freezing arrow. In 1.10, it only affects the arrow itself in these cases.
