Yah, my fastest cast was horrible. I think i was at 12 FPS. I didnt mention that I got 10% from my amulet (apprentice). I was trying to get 20% (magus) on the scepter, but trust me, its IMPOSSIBLE - so don't even try it! Another 20% would of put me at 11 FPS cast. Oh well.
