AFAIK this is inaccurate. His resource globe starts as empty as the Barbarian's, unless I'm really mis-remembering from the Beta. The difference is that his doesn't degenerate like the Barbarian's does.
You're misremembering. In beta, the only character who started with an empty globe was the barb.
