Well, yes. It's the court of the most liberal region. But I didn't say the 9th circuit was conservative. I said there is a wing of the judiciary in general that is, and doesn't believe in the right to privacy. That's true all the way up to the supreme court, and no doubt true of some judges even in the 9th.
