It's a straight up calculation: X people will die without immediate treatment, but X+Y people will die *with* immediate treatment. I'd sign up for the thing that kills me less often. In fact, ceteris paribus, I'd consider it an ethical obligation. You may prefer otherwise.

Afterthought: This is not to say that *all* wait times save lives, far from it. But moderate wait times may in fact be an overall benefit to health, rather than a detriment.
