Recruiting others to join you in a group with these beliefs is freedom of religion.
Recruiting the destructive "agents" is a different story.
But that's not even necessarily terrorism. A terrorist will target civilians in violent surprise attacks.
Of course the term "terrorist" has had its definition expanding lately.
