As Water Breathing is the only other Shaman buff that's usable in combat, it also getting the resistance is excellent, if you ask me.
Although I'm not the most thrilled about hoarding scales. It could be worse since they drop from Murlocs in Hillsbrad and Naga in Outland instances and everybody hates them for being nearly worthless.
