Found this little tidbit on the forums about an 'un-nerf' to 2h Shaman DPS:

Supposedly, the real fix for 2h coming in 2.3 is that the WFCD now scales down with Haste effects while using a 2h.

The result is that Flurry should no longer hurt your WF proc rate with a 2h.

I can't speak to how 2h WF will function with extreme levels of Haste (like Bloodlust, etc). I just know that PTR testing indicated that 5/5 Flurry no longer hurts 2h WF proc rate.

The 3s WFCD is still there. If you SS right after a WF proc, that SS won't have a chance to proc WF. the CD just scales down now.
