Yes, this is the questline to open the Gates to AQ. Most folks only saw the "collect us a ton of stuff" side of it, but this is the part that the power guilds powered through. The Gates are open now, but you can redo the events/quests to see the storyline. There are some nice quest rewards along the way, too.
