Can't help but think sun tzu, best kind of victory is winning without (actual direct) battle, when Kaplan says,
The "win without shooting" takes years of setting the pre conditions by other means to achieve a success: other means typically being espionage, blackmail, economic measures, diplomacy, propaganda, etc. It also inlcudes having a mailed fist handy if the threat of one is needed to back up other measures.
