At some point during the test realm evaluation, shield slam was changed from scaling based on AP (as mentioned in these notes) to scaling based on block value (as mentioned in a post by Tseric). I think the change was made 3 weeks ago.

The post has managed to already scroll into the ether of the WoW forums, but there was much discussion on this in the warrior forums.

So I wonder if these are out of date or if blizzard just published the wrong notes altogether?

Looks like these are the PTR test notes. I got these from a fairly reliable source. I am in the process of still downloading and will update this if the notes are different. But it does appear these are incorrect.
