At tier 6 compare the Arcane Instability talent. 1 talent point for 1% crit to all spells. This one requires you stack it and apply it? Terrible talent.
I'd guess many frost mages will be headed back to getting Presence of Mind. Ice Barrier is good but now that you can get Frostbite and shatter with fewer points...
