I am currently playing Hardcore :
What is the worst I can encounter when both are active upon me?
By how much will my elemental resistances be decreased?
And is this the worst case the game can throw at you?

The absolute worst case scenario is that you have -100% to all, since the
AS mentions that -100% is the absolute minimum. Will you ever get there? It all depends on what you start with, and what levels of conviction and lower resist are thrown at you, of course.
Level 20 conviction and lower resist give -125% and -62%, respectively. Assuming they stack, and aren't multiplicative, that's -187%. So with the floor of -100, you would need resistances that are higher than 87% to make sure you don't hit the absolute bottom.
I'm not sure what are the highest levels of those skills monsters use in game. I'm sure adeyke and/or Ruvanal will stop by and let us know soon enough. :) But I think that's a pretty good starting point.
