I think every time I've done it it's been available right away or almost right away. I've got some experience with that, as I usually restart my HC characters right away and with the same names.

I have had the same experience. I have been playing in a tourney, of late, and have been able to re-use the same character name many times over, each time I participate.

I have used the same name over 40 times and i agree, it works right after you delet it ;) (don't delete it and wait a few days, then someone else might take the name)
