Hi, i sure do not notice any increase in damage on monster affected by LR.
Was it like this in 1.09 ?

No, in 1.09 Lower Resist does help magic damage. Not sure if the 1.1 interactrion (or rather non-interaction ;) ) is a feature (I hope not) or a bug.
