Um, I took the time to read your other sources.

Oh, Henny Penny. The sky is not falling. What this means is that anyone authorized with secret clearance and above will face jail time for disclosing secrets that jeopardize National Security. Seems appropriate to me that people sworn with protecting US security that hurt the US should be punished.

And we all know that just because it was introduced by a congressman doesn't mean it will become anything. Doubly so when the biggest leaks are from congress and their staffs. Election year grandstanding, again.
