Revive Charges - can +all skills increase

Well I finally dropped a Bloodraven's Charge and I want to play with it a bit on my hybridazon. I was wondering if anyone knows if +all skills gear (shako, Skulders, SOJ, etc.) will increase the number of revives that can exist together (I think I read that the charge skill level cannot increase, but can the number of revives be increased beyong the number allowed by the charge skill level)?
