With Spangles' help I have been trying to enchant the sword Sageblade (item level 64) with Mighty Spellpower. According to the tooltip Mighty Spellpower requires a minimum item level of 60, but an error message is returned that the item level of Sageblade is too low. Exceptional Spellpower did not work either. 64 is >= 60.
Can anyone explain what is going wrong, or tell me how to fix the problem?

the level required is not the ilvl, it is the player level required - player level on sageblade is 59

Player required level, not ilvl.
