They added Badges to chests in 2.3, however the mechanic has a serious bug in it.
If you use the roll window to distribute the item, the item will go to whoever wins the roll, and the chest will despawn, even with badges in the chest.
I would presume the same is true if you master loot items from the chest.
I am unsure of all possible scenarios, but multiple people have reported this issue on the WoW forums. One way that works for everyone to get badges is to all pass on the item, everyone loot badges, then have the appropriate person take the item. Another way is to leave the roll window up until everyone loots their badges... then roll. There may be other ways that work, but these definitely work.
