It works exactly like cold mastery.
It doesn't have any effect on immune monsters (though it does work when the immunity has been removed by conviction/LR).
It has a straight subtraction of the resistance (e.g. 20% resistance - 25% = -5%). There's a lower cap of -100% on a resistance.
It should work on all damage you deal, but will have no impact on team members, minions, etc.
