I have no doubt it will be easy to get to 70 through questing alone. New characters will be able to get to 70 without even setting foot in the Outlands, given the enemies in high-level instances.

Unfortunately, that means those who've completed the various quest chains have easily missed out on a million exp that would have levelled them, but right now counts for squat. Not to keen about that.
