Honestly, Permafrost is probably a less effective talent for Frost mages than it is for Arcane or Fire mages. Reason being, you spend alot of time recasting Frost spells and Permafrost gets wasted.
Trade yourself in for the perfect one. No one needs to know that you feel you've been ruined!
