Mages have some major beefs with the new patch. The theory is that Blizzard didn't like that so many mages were using rank 1 frost nova's to root people with and things like rank 1 arcane explosions to find rogues. So, they made it so that when resists are calculated, (so the theory goes) that the level of the spell is no longer the level of the spell caster but the level at which the caster learns the spell. A rank 1 Frost Nova, for example, would be a rank 10 spell and therefore would be frequently resisted by high level players and mobs. Therefore, one would need to use the highest rank Frost Nova to have a decent chance to root high level players and mobs.
This by itself would be enough to cause much consternation among the masses of mages out there, but the situation gets worse when one realizes that not all spells have level 60 ranks. For example, Counterspell is a level 24 skill that never gets an upgrade, and mages are reporting it being resisted all over the place. Even back to the Frost Nova example, Frost Nova's final rank is obtained at level 54, which means that if it were treated as a level 54 spell, then players and mobs will be resisting it much more often than they have in the past.
I predict that an emergency patch is on its way...
