From an itemization standpoint I think it makes sense. I don't recall seeing rare or epic leather armor that boosted arcane damage specifically. However, there are various pieces that boost nature damage. The intent could be to make it viable for a druid to boost offensive spell damage while not letting them have a ton of +healing at the same time. As of now it's basically a choice between +healing or middle-of-the-road +magic damage. Changing those spells to nature damage also means less sticky situations of loot distribution for gear that isn't class-specific (such as cloth armor with +arcane damage).

In PvP, nature resistance is hard to build up due to lack of armor selection. Resists like fire and shadow are pretty easy to get high scores of. Who knows what effect +% chance to hit with spells will have in the resistance system?

In PvE, perhaps boosting damage of cat form will give offensive caster druids an alternative of physical damage. Though they wouldn't be able to switch elements, their physical damage capability is much better then cloth casters.
