It looks like the whole thing will need rebuilt - wouldnt it be smarter to spend that money building in a place that is above sea level?

Actually, the buildings in New Orleans are flooding, not destroyed. The structural integrity is sound. Is Venice worth saving? This area is home to 500-700 K people and is one of the largest cities in the US.
