I have an apc ups at home. It functions as a ups as surge protector, and was only 90$. It has three plugs that are just surge protection, and three that are ups/surge. Connects to the computer via a usb for further software based configuration. It protects against brown outs, black outs, surges, dirty power, etc. I really like it. It can keep my PC/Monitor running for eight minutes, and if you aren't around, will put the computer into hibernation mode when there is 3 or less minutes of power left. A good surge protector is 50 or 60$ so the price difference more than makes it worth it.
