Has Anyone actuly found this "Disqused" Npc yet?

If you meant the blues in Winterspring, you are correct. They also come in to play with a little crying whelp in Blackrock Spire.

There's a large cave complex in Winterspring where the blue dragonflight hangs out. You step onto a portal and you get teleported to the top of a mountain where an elf-looking woman (not quite elf, though, I can't describe it) waits for you. She's the matron of the blue dragonflight and is the next part of this quest. As I said, she also comes into play with a quest in Blackrock Spire and gives some followup quests.
