These people are pretty skilled and can get a decent 40 hour a week job if they look for it. Many want to work at a shop like that for the prestige, and because they love building games. Sometimes it's not worth it. Eventually they will get in trouble with enough law suits and a bad reputation, they will change their ways or they won't have any workers.
