They are needed(at least on some servers) to keeep out dumb names. But their will always be those names that are interpreted fifferenly by real people leading to problems.
I remember a guy in DAoC once had a huge silly name like"Mufuubufubufubufuu" It was obviously made because it looked stupid and would annoy people but didnt violate the letter of the law. The CSR did change the name eventually, but it show the problem that real people have to make decisions sometimes and real people make mistakes.
