To convert your files, give Paint Shop Pro a try. Even if you don't buy it, you can at least convert your file to a .jpg
As to mixed types of modifiers on an item -- pretty rare but not totally unusual. As long as all the other requirements are met (right base item, correct levels, etc.) I think they have the same probability of occurring as any other specific combination.
