SkyNet probably did not have the neccessary information nor subjective extrapolation (the artist's touch, as it were) to come up with flesh patterns all by its lonesome. Probably compiled a database and listed out a number of Cyberdyne System Models to apply to its infiltrators. With the T-600 series and earlier, these patterns were made into rubber-like synthetic skins that was not all that realistic (so, in all probability, there may have been rubber-skinned T-600 Terminators at one point that looked like Arnold).

Mind you, when Kyle Reese and the first T-800 were sent to 1984 the T-800s were new. They were top-shelf and had not yet time to reach obselesence. The T-1000, which I presume was sent to 1994 immediately after the first T-800 was sent, was the experimental prototype model.

In addition, the third CSM 101 Terminator (Arnold in T3) was purposely selected by SkyNet to kill Connor in 2031 simply because John Connor had an emotional connection with that particular model. When it came to throwing a CSM 101 into the fray in the first movie, it was matter of routine. In the second movie, it was a matter of chance. In the third movie, it was a deliberate choice.
