Hi,

According to Katricia via the official boards, characters will not be locked when the next push arrives.

To be precise: "There are currently no plans to lock the current characters for the next push."

That's not exactly the same thing -- more like they aren't far enough along to know yet. But if this push reintroduces talents, I'd guess that the characters will be locked. Or so hopelessly built "wrong" that they might as well be.
