Not really. Blizzard and Phil O'Neil both work for Vivendi. At least for now. And Vivendi has long given Blizzard the time they felt they needed to "finish" their games. Besides, by November, Blizzard may not even be owned by Vivendi any more -- Vivendi's been trying to sell off their entertainment assets (including Blizzard and Sierra) for quite some time.
As for being ready by November (of this year :) ), I doubt it. The game isn't anywhere near complete, with talents, resistances, hunters, PvP servers, houses, mounts, and big bits of the map yet to be implemented. And even after most of that is in place, a fair bit of tweaking to make everything fun and balanced will need to take place.
But thanks for the link -- we'll see what happens and arguing about it here will not influence that.
