There are only a few individuals who carry out the terrorist operations (tip of the spear), but they are backed by a larger organization (which can be white market, gray and black) carrying out "fund raising" and illegal activities (smuggling, forgery, thefts) in support of the logistics of future operations.

That is a network that spans at least to Algeria, Canada, US, Britain, France, Bulgaria, and Spain. That is a network that was uncovered. What we don't know is the number of networks that remain hidden.
