When I was playing my WD I ran into a quest Merchant who had a unique to sell: A wand.

Yep. When I ran into the situation on my Demon Hunter, and sought out Monty to discuss the issue about amending the rules, the merchant had a claw. Here's the thing though, it's the same as a drop, except at a slightly higher % to have a rare. Like the rest of the situations in this Tourney, it's all luck and good play.
