... since moving Wirt closer to the players' starting point would make Wirt runs less time-consuming. Fortunately, the odds for good Holy/Tigers and Godly/Whales are tiny. Strange/Hastes and Emerald/Ages would be much more common though.

OK, another reason is that Wirt's a rude brat and the town folk probably wouldn't like him in their midst. The latter is probably also true for Adria thanks to the misconceptions about juju ladies.
