piggybacking this topic but 3.1 PTR test notes are up on wowinsider:

Edit: quick thoughts regarding DKs... Howling Blast move will totally screw dual wield dps. "game over man, game over". Unholy Presence may actually become usefull outside of PvP as a dps presence. The supposed nerfs to Unholy damage just arent there in this build. If anything Unholy will probably become the champion of DK dps with the hurt put on DW builds because of talant moves.
