Also, we should trust the Game Designers to design the game. If they want some areas to be less threatening and lighted sunny, bright and with rainbows, then it only adds to the darkness and malevolence of the darker areas. I can think of HL2 for example, on the beaches in the buggy fighting bugs is very different from Ravenholm. It adds another dimension and source of drama to the game.
Quick summary:
1) You'd be hard pressed to distinguish enemies (and sometimes allies from enemies) to prioritise targets
2) What's possible in Photoshop is not always easy or fast to do in a real time 3D engine
3) The environments would become more monotonous than the jungle part of Act 3 in D2.
