The numbers for Devastate show a solid buff.
Here's a rundown of how it works now:
When Sunder Armor is not stacked to 5, it applies Sunder Armor, including the SA threat.
Also, the innate threat bonus has been altered to depend on the # of SAs applied.
0 Sunders: 410 innate (109 + 301), 0 bonus damage.
1 Sunder: 420 innate (119 + 301), 35 bonus damage.
2 Sunders: 435 innate (134 + 301), 70 bonus damege.
3 Sunders: 449 innate (148 + 301), 105 bonus damage.
4 Sunders: 463 innate (162 + 301), 140 bonus damage.
5 Sunders: 176 innate, 175 bonus damage.
Conclusion: There's no case where Devastate does not outperform Sunder Armor in terms of threat.
It should also be noted that the patch notes do not reflect the latest PTR changes. For instance, the human/orc racial weapon bonuses have been changed to 5 Expertise skill rather than 1% crit. (And as a related note, if you dual-wield weapons where one of them is the weapon you get a bonus from, it applies to both weapons. And the Expertise from the sword bonus stacks with the mace bonus for humans.)
