Plenty of "honest sensible law abiding people" still drive while talking on a cell phone, reducing their ability to focus on the potentially dangerous task of driving. From personal experience I would say that the frequency of seeing drivers chatting on their cell has been growing at a considerable pace in recent years. Since this is such a prevalent problem, it seems that it makes sense that a law is put in place to convince those "honest sensible law abiding people" to put down the phone and concentrate on their driving. :)
