What about Vidala's Set for an early start?
(I'd cut and paste the properties of the set but Battle.net is not looking very healthy right now).
Usable at level 14, freeze target + big cold damage AND piercing, there's little more you can ask from such a low level set. Maybe attack speed, but we're talking level 14, that's about early act 2.
Then there're people who will get this to an extreme and make it all the way to hell baal with it, but don't mind them :lol: (Although I went vampy at the end, dumped the frosties and the SoJ for a raven and laying of hands, plus 375 dex and some +max damage jewels).
