The scepter quest line was required to be done once on the server to open the gates to AQ20 and AQ40. So the only interest that a casual would need to concern themselves with is that someone on the server did it, then they would get access to those instances. This quest line sounds like it will be required for each player that is going to go there, as in the Onyxia Key quest lines. As a good point though, it sounds like doing the reputation building needed for those is not that serious of a grind from the reports that I hear from the beta players. It will keep players that just cap at 70 from immeditately charging into that instance right away; effectively making them do their dues first.
