The cow level can be used for mfing as well. While hell cows have a low probability to drop any of the better items, there are so many of them that with good mf you're likely to find several decent or better items virtually every time you clear the moo moo farm. In addition, you will find quite a few charms, jewels, and runes (far more than while doing meph runs). That you level quite quickly while clearing the cow level is, in this case, merely a coincidence.
