There's a little mini-click-to-complete-quest just before it (called something like "A Warning" - this is where the quest text comes from that explains you'd do well to attempt it solo, or face the consequences). Unless you've done that, you won't get the pop-up, as you haven't completed the pre-requisites, like any multi-stage quest. See also "Jailbreak!" ;-)

My apologies, I was unclear. I was all set to do the quest. I had everything I needed, and was at the stage where she would give me the quest the next time I talked to her.

I still received no "Do you want to start" confirmation.
