There are indeed many cases where discrimination is unfair that is why it can be so terrible. But in some cases (such as the the example I gave earlier in this thread). This specific unfairness is superceded by a genneral fairness.
But you have a good point. However it is worth noting, that is the last or next to last in series of defintions.
