They most certainly are.

Also, it looked as though all the mobs leading to Madtheridon were affected by Scatter Shot. It certainly looked as if I could stop a Shadow Bolt Volley from casting but hitting the mobs with Scatter. This happened 4-5 times, without a rogue on my target. Then again, it could have been something else.

Anyone have any insight on this?

Most likely. I dunno. Not really paying much attention to him. And I wasn't sure on what the cooldown for Shield Bash was. Guess he was shield bashing just as I was scatter shotting.

Or a mage CSing? I was CSing when the cooldown was up and the only way I could tell if my CS was the interrupt was to look at the combat log. If someone else had gotten the interrupt, it seemed that I would get a message they were immune but I would actually get a message that I had interrupted when it was mine that caught them.
